Does anyone know a way to download Contacts via Advanced Download Criteria where contacts are downloaded to the iPad for Locations related to Work Orders? The best I can get is Contact ID includes Work Order with related field of Contact. We were previously downloading Contacts in the main download criteria without any criteria mapping and it worked fine. With the update to Winter '15 SP, our criteria is bogging the initial setup and data syncs down considerably so I'm trying to find ways to reduce what we are downloading to the iPad. Any ideas would be appreciated.

Your second option might be the best, as it allows you to change the contact of a Work Order to any other contact of the account, if required. If the Work Order Contact is never changed in mobile app after it is set in online, your first option is better as it will download just the required contact, instead of all the contacts of the account.
To download the contacts for Work Order location (Site field, or any other Location lookup field), you need a custom Location lookup field in Contact object. Then you can define ADC for Contact with this criteria: Location Equals Work Order: Site (or your custom Location lookup field).
Just for the record, your second idea is exactly what we do, its not unknown for the WO contact not to be available when our technician is on site, and then they need to look for another contact to liaise with.
