Currently enabling the GPS tracking is a per Group setting that you can enable. As for each group, you must have a separate salesforce problem this is a major problem.
For example, we have one profile for all APAC Users but those are across different countries where not all countries would allow for this setting to be enabled. And also per country, it should not be active for each technician.
The setting for this to be enabled should be moved from the Mobile group to the Technician record level if this is turned on or off.
Else we are force to create many groups and salesforce profiles and then this becomes unmanageable.
