Make Push Notifications more dynamic

We need to have the ability to make the triggering of push notifications more dynamic.

For example: We have a push notification for a New Work Order Assigned and one for Work Order Rescheduled.

Rescheduled runs on a change of the "Scheduled Date Time" field only.

New Work Order assigned runs on a change of the "Scheduled Date Time" and "Techncian" field both.

As soon as the work order is being reassigned to another Technician, the new Technician gets both push notifications even if the "Scheduled Date Time" remains the same.

This could also be resolved by fixing the Dispatch Console. As it first deletes the previous values like Technician and Scheduled Date Time and in the same go then fills in the new values on the work order instead of replacing one value for another. This makes it hard to get the correct triggering.

What is the underlying problem do you intend to solve with this idea?
Correctly trigger notifications without sending duplicate messages.
How is the problem being addressed today, if at all?
