Need to check the "assign using active assignment rules" box from the SFM screen.

Could set Apex Code:

Can use below 2 lines to trigger default rules.

Database.DMLOptions dmo = new Database.DMLOptions()

dmo.assignmentRuleHeader.useDefaultRule = true
