More Options and Range for Nearby Jobs

Nearby Jobs needs to be configurable with different ranges per region/country as the criteria for what goes as ‘Nearby’ varies greatly depending on the country. For the Netherlands 100 kilometers which is also the maxim range is probably more then enough. For the United States and Canada this is rather small and ranges much larger than 100km should be configurable. Therefore, this should be configurable by country/region as a default where it additionally can be adjusted as a per user setting in the users preferences.

@jeroen_schwankh - Please try going into Max Admin -> User Management --> configurations.  You can have a setting be applied to a group of users by using the Setting Values and Applied tabs on that page.  Let me know if you need me to create a quick video tutorial on this.
