ServiceMax licenses will count for the inactive users ?

When user is Inactive in Salesforce org and ServiceMax package license also inactivating, but available licences section count not increasing. if remove manually the user from the license panel then count is increasing, which means that only they are checking number of records and not active users?

 

Please any thoughts?
